Cannot enable State and Country picklists on a developer org

Summary
Activation of "State and Country/Territory Picklists" is not complete when using a developer org. " Address Customization Scan - Success " email is received after the step 2 ( Scan organization. ). When we click on "Convert" we receive the following message:
"You must perform a scan of your data and customization before you can map values to state and country/territory picklist values."
Repro
1. Sign up for a developer org.
2. Navigate to Setup->Data Management->State and Country/Territory Picklists
3. Complete Step1 - Configure states and countries
4. Click on " Scan your organization. " . The progress says 100% complete and we receive only one email for "Address Customization Scan" .
5. When we click on convert we receive the following message:
"You must perform a scan of your data and customization before you can map values to state and country/territory picklist values."
