After the Winter'23 release Organizations that request email logs get the error "We can't deliver your logs because of an error. Try searching again"

After the Winter'23 release when requesting email logs from Setup an error "We can't deliver your logs because of an error. Try searching again." will be seen.
1. Navigate to Logs | Email logs
2. Select "Request an Email Log" and complete the details.
3. The request will stay in the queue for a while then error with "We can't deliver your logs because of an error. Try searching again."
