Enabling Enhanced domains creates an invalid Oauth User for Salesforce Maps

Summary
When enabling enhanced domains (enforced in Winter 22 Sandbox preview) the Oauth user for Salesforce Maps that control the Live Tracking Rules engine and Optimization for Territory Planning and Advanced routing products will fail. Example error message:
Unable to access org with id 00D30000000UzELEA0. Please double check oAuth user has access to the 'example' apex class.

Repro
Ensure the Oauth user is configured with the appropriate license and permission set
Enable enhanced domains
Run optimization in Territory Planning/Advanced routing or observed errors related to Live Rules

Workaround
Deauthorize current Oauth User and Authorize again
