Fixed - Summer '22

Summary
While trying to create a scratch org that includes the ServiceCloudVoicePartnerTelephony feature, we might encounter the below error .

Error: Failed to create scratch org:
ERROR running force:org:create: An unknown server error occurred. Please try again. If you still see this error, contact Salesforce support for assistance.

Repro
Try to create a scratch org with the below Scratch org definition.

NOTE :
1. This only applies for Service Cloud voice Partner Telephony ( Either with Amazon OR Third-party telephony providers)
2. The Dev hub org need not have the Partner Telephony licenses for creating scratch org with SCV features.

Workaround
N/A at this point.

NOTE - This issue doesn't seem to happen 100% of the time. As we have also observed some successful attempts.
