Summary
When reviewing your Business Units, within a particular Business Unit, the 'Number of Users' value will appear incorrect

Repro
- Navigate into a Business Unit of your tenant
- Go into Setup
- Under the Administration section, select Business Units
- Review the BUs and 'Number of Users' section
- Notice the number displayed does not equal the number of Users in the tenant

Workaround
Review the Business Units at the Enterprise level to display the correct count
