Links and images are not parsed correctly using Email Templates edited in Builder

Links and images added to Email Templates that are created using the Email Template Builder may not be parsed correctly when sent by Inbox users.
Note, this fix is intended to resolve the issue in existing templates created before the fix detailed in KI W-9912076 is released.
1. Create an Email Template.
2. Click Edit in Builder when viewing the template.
3. Add a Rich Text component and add images or URLs to the content.
4. Save the Email Template.
Create Email Templates without using Builder.
