Campaign Member status not updating after Bulk Send job in certain situations

Summary
If DM package was installed with "Administrators Only" option and a non administrator kicks off a Bulk Send job, the campaign member status won't be updated after the Bulk Send job successfully completes.

Repro
-Install DM package for Administrator's only
-Give standard user the Bulk Send Permission set
-Using standard user, kick off Bulk Send job
-Observe status not updating

Workaround
Create a new permission set and assign the apex classes: QueueableBulkCampaignMember and QueueableBulkCampaignMemberImpl to it and assign standard user to the permission set
