Campaign Member status not updating after bulk send job when user's language not English

Summary
When the sending user's language is not English, the Campaign Member status is never updated after a Bulk Send job completes.

Repro
-Create a campaign and link to Journey
-Add Campaign Members to campaign
-Change sending user's language to Japanese
-Prepare and Start Bulk send job
-Wait for Bulk Send job to complete
-Observe Campaign Send Statistics showing members still in Waiting status

Workaround
To set the sending user's language to English prior to starting Bulk send job.
