Summary
When an email contains the following factors, it may encounter performance issues causing the email to send slowly.

-Google Analytics enabled
-Impression region tracking enabled
-email content containing multiple content blocks or impression regions and inside those, links

Repro
-Create an email with multiple content blocks or impression regions that contain links
-Ensure Google Analytics Integration is enabled in the account
-Ensure that Impression Region Tracking is enabled
-Use a sending method such as Journey Builder to deploy the email
-Notice that the email send is slow

Workaround
Removing one of the factors causing slowness, for example by disabling Impression Region Tracking, will improve email send performance.
