"Location" lookup field not visible on Asset object without "Customize Application"

Summary
User that have access to the Location entity and are able to view/create Location records, may not have access to the Location lookup field on the Asset entity
Repro
1) Log into org (that does not have field service enabled / provisioned) as a non-admin user that has Asset and Location entity access
2) Add 'Location' field to Asset page layout
3) Confirm user can see & create Location entity
4) Note that user can not see 'Location' lookup field on Asset entity
Workaround
1) Provide users with customize application
2) Create a custom lookup field to the location object and use this field instead
