Standard Order creation in Community fails due to sharing limitation with Consumption Schedule

Summary
After installing Billing, customers are no longer able to create Orders from their authenticated or unauthenticated community. These are Orders that don't use CPQ or Billing. There is a permission error: Guest user doesn't have READ access to the Consumption Schedules object. It is not possible to assign read permission on consumption schedules to the Guest User.

Repro
Enable community and configure guest users
Install/ deploy CPQ and Billing package in the org.
Create a regular Order from the Community


Observed:
Guest users cannot create a standard Order because of missing access on the Consumption Schedule. Due to license restrictions, the Consumption Schedule cannot be granted to Guest Users.

Expected Result:
Guest users should be able to create a standard Order.
