Summary
When attempting to package an Attribute Group through Package Manager, and an Attribute Set (Data Extension) is referenced as the first level in an Attribute Group not part of the package (referenced as level 2/3/n) the package will error suggesting the Entity cannot be found

Repro
- Create two Data Extensions: de1 and de2
- Create an Attribute Group ag1 that has the following structure
- de1 relates to Contacts (on any attribute)
- de2 relates to de1 (on any attribute)
- Create an Attribute Group ag2 that has the following structure
- de2 relates to Contacts (on any attribute)
- In Package Manager, attempt to package ag1 only

Workaround
If possible, remove the reference to the Attribute Set in the other Attribute Group, that may not be needed.
