Outbound messages(MT) are not getting delivered for MEU-Specifically for few numbers.
Example : Numbers with area code '689' when used as MEU user may-not receive any Outbound messages from a active provisioned channel.
Issue could also arise for few other numbers with other area code as-well as its due to outdated phone number library used by Salesforce, which is being upgraded.
> Create a Process Builder flow to send an outbound message.
> Use a MEU(Messaging end user) number starting with area code "689"
> Initiate an outbound message with record update on salesforce which invokes the process builder flow.
> You will notice an error under messaging template errors : " cant send Messages to this phone number"
No work around at this time.
