Delay in Processing Platform Events in Sandbox for Apex Triggers and Flows

In sandbox instances, there is a sporadic delay in processing platform events in Apex triggers, flows, and processes. Sometimes Apex trigger, flow, and process subscriptions fail in sandbox instances. The subscriptions stop and then are resumed later by the system from the latest stored unprocessed event message. The result is a delay in processing events. This issue doesn't affect CometD subscribers.
1. In your sandbox org, define a platform event.
2. Publish the event message.
3. Subscribe the platform event with an Apex trigger, a flow, or a process.
