Task notification email is not sent when the Task is created using a scheduled action in Process Builder

The notification email that Users are supposed to receive when a Task is assigned to them is not sent if the Task is created using a Scheduled Action in Process Builder.
Create a Process in any Object, with any criteria and two actions: one immediate and one scheduled.
The actions should be to create a Task record, both actions can have the same values to create the task. Make sure you assign the Task to a User that has a verified Email address, preferably your own email address so you can verify that you get the email for the immediate action but you don't get it for the scheduled one.
Once you have the Process created you just need to trigger it.
Use Workflow Rules instead of Process Builder.
