Summary
Complex Assignment Rules throw error on live app server when opened on UI. They can be edited via ANT, however, in the UI an error for record unavailability occurs.
Repro
1. Attempt to edit a complex assignment rule node in an established Case Assignment rule.
Workaround
Simplify the logic in the rule node, or attempt to use a formula instead of the picklists.
