Unable to insert image inline on Note in experience site context

Summary
In experience site, insert image inline on Note fails with "Unable to upload the image" error for site user license.
Repro
1. Sign up a Developer Edition org
2. Create a Digital Experience site.
3. Create Account for Partner or Community user.
4. Create Contact and enable "Partner User" or "Community User" and create the site User
5. Assign the user to custom community or partner profile and turn on "Manage Leads" perm
6. Assign the created profile to the experience site.
7. Enable Notes (Feature Settings > Sales > Notes Settings)
8. Log into the experience site as the created user
9. Create a Lead record and click on "New Note" button
10. Upload any image then "Unable to upload the image" happens
