Unable to update Visualforce page installed with an unlocked package

Summary
When attempting to edit a Visualforce page that was installed with an unlocked package, you may see the following error:
"Error: The namespace ##Namespace## is invalid for this organization "
This issue is occurring because the system is (incorrectly) applying namespace restrictions to the unlocked package as if it was a managed packaged.

Repro
1. Create an unlocked package with a namespace.
2. Add a Visualforce page to the unlocked package.
3. Upload the unlocked package
4. Install the unlocked package
5. Attempt to modify the Visualforce page

Workaround
The only workaround at this time is to use an unlocked package without a namespace. This will prevent the namespace rules from being applied.
