Summary
Users are unable to click on more scroll bar and drag manually. You only click in the drop-down and scroll using click wheel on a mouse. This is inconsistent with Console vs standard. In console, user is able to scroll by moving scroll bar.

Repro
Open Lightning > Sales App
Go to the more navigation bar menu button and click the dropdown for more
Click on the scroll bar in the dropdown.
Observer this keeps closing.

Workaround
Use mouse scroll.
