Updating the record via "Check for new data" as standard user should not require "View setup and configuration"

Updating the record via "Check for New Data" button on Account requires system permission "View Setup and Configuration.
1. For an org that has installed D&B optimizer package, login as the standard user.
2. Navigate to an Account record
3. Click on the "Check for New Data" button and click on update
4. Observe the error : "This record can't be checked right now. Couldn't update this record. Try again later. If the problem persists, contact your System Admin."
None at the moment apart from providing the permission "View setup and configuration"
