Sandbox - Classic Email Templates menu is missing in Setup

The Classic Email Templates menu is missing in some sandboxes.
1. Log in to a Sandbox org
2. In Lightning Experience, go to the org Setup
3. In the Setup quick find, type Classic Email Templates
4. Observe there is no menu available for Classic Email Templates
