Profile Default App does not load for a user's very first login to Salesforce when a custom Lightning App is added

Summary
Problem: The custom app selected as default in a Profile does not load the very first time a user logs in. Instead another app loads. This issue can be seen when there is a custom lightning app set up in the org that is not selected as default but is visible for the profile. Documentation indicates the default custom app should load the very first time.
NOTE: This occurs most with managed package Lightning App.
Repro
1. Create a Profile with Custom Lightning App checked. If you have a managed package Lightning app menu, check that.
2. Check other custom Lightning App menus.
3. In the profile, make sure the "Sales" app is selected as default.
4. Create a new salesforce user and assign it to the Profile created in step #1.
Result: the user will NOT be directed to the "Sales" Lightning app menu, but will randomly select a custom Lightning app menu.
Workaround
** New Users will need to manually select the "Sales" app when login.
** It is also seen that if you uncheck all custom lightning app menus and save the profile -> Edit again and reinsert the custom lightning app menus, it will select the Default App.
