Summary
Live users may receive alerts from other drivers when they've enabled email alerts for the specified driver that is not indicated in the configuration page.

Repro
Found in SF Maps v232.2

Set up several Live devices in org
Set one user to receive telematics emails for their device events
Run Live batches with active devices so that the emails will be generated

Expected:
Live telematics email will contain one single user's events


Actual:
Email contains all alerts for all users

Workaround
Remove the driver from the email alerts to stop all emails
