When reordering Collections, the drag-and-drop feature doesn't work until one of the Collections has been clicked on first.

Load a Visualize page for the first time (after emptying cache/cookies). Before anything else, attempt to drag-and-drop a Collection above or below its position in the list of Collections. It will not respond.

Click first on the Collection, so that it's highlighted; then drag-and-drop.
