External Apps for Financial Services/Partner Community users do not have access to Action Plans

According to Salesforce documentation, External Apps for Financial Services/Partner Community license users should have access to the Action Plan object. When attempting to assign permissions to these specific users, errors are occurring.
*Action Plans and Communities need to be enabled to reproduce this issue.
1. Either create a new community user or use an existing one. Make sure they are utilizing a Partner Community License.
2. Create a permission set as per the following article:
3. Assign the above permission set to the community user from step one. This will grant access to Action Plans.
4. An error message will appear for multiple permissions.
