Transfer Quick Text Feature Under Mass Transfer Records Loads Unable to Access Page

Summary
System Admins and users with permissions are unable to access the Transfer Quick Text feature under Mass Transfer Records.

Repro
1. Log in as the system administrator of the org
2. Click on the gear icon and click on setup
3. Type for Mass Transfer in the quick find box
4. Click on Mass Transfer record
5. Click Transfer Quick Text
6. The error will appear:

Unable to Access Page
The value of a parameter contains a character that is not allowed or the value exceeds the maximum allowed length. Remove the character from the parameter value or reduce the value length and resubmit. If the error still persists, report it to our Customer Support team. Provide the URL of the page you were requesting as well as any other related information.

Workaround
Unfortunately, this feature is no longer working and R&D will remove this from the list of records to transfer. If this feature is needed please create an idea on the ideaexchange. This known issue is to track removing the link from the org.
