Interaction Studio Open Time Email Simulation not working

When simulating an Open Time Email campaign which utilizes Any Eligible Item, it is possible that some users will not display any results.
1. Create an Open Time Email campaign utilizing Any Eligible Item with inclusions.
2. Simulate the campaign
At this time there is not a workaround for the simulation not displaying any results.
