Summary
When an account has a large number of existing filter definitions, new filter activities cannot be created in Automation Studio due to a continuous spinning wheel in the filter definitions section.

Repro
1. Open Automation Studio
2. Select Activities tab
3. Create activity
4. Select Filter activity

Page will continually spin

Expected result: Filter definitions load

Actual result: Page continually spins

Workaround
Create the new Filter Activity from Email Studio > Interactions > Filter.
