Community Users unable to use Temporary Verification Code due to login loop

Summary
When a Community User is issued a Temporary Verification Code for MFA and attempts to login to their Community they are put into a login loop and unable to login.
Repro
1. Create a Community
2. Create Contact/Partner User and enable Community access
3. Go to the Users page and generate temp verification code
4. Go to Community login page
5. Use external user’s credential to login
6. Notice you’re not prompted for the code and redirected back to login page
7. Check login history for the external user, and it will show status: Multi-factor required
Workaround
Revoke Temporary Verification Code and ask that the user approve via Authenticator when available.
