"Insufficient Privileges" error when attempting to join the Salesforce Partner Community

Some users attempting to join the Partner Community from a salesforce org that is already being used for Partner Community access (by other users) are receiving an "Insufficient Privileges" error. This is impacting both internal and external users.
Steps for external (partner) users:
1) At partners.salesforce.com (not logged in) click the "Log In" button at the top right.
2) Click on "Log In with Salesforce"
3) Log in where prompted
4) Click "Allow" when asked for permission to create new profile
User will then be redirected to an "Insufficient Privileges" error screen.
No known workaround.
