Entitlements Sample data being created in Spring '21 orgs

Scratch Orgs created with Spring '21 release with "hasSampleData": false, will have the following sample data: an Entitlement record called "Sample Entitlement", which is associated with an Account called "Sample Account for Entitlements".
It gets added as part of the Spring '21 feature https://help.salesforce.com/articleView?id=release-notes.rn_service_case_management_entitlements.htm&release=230&type=5
This data is not related to sampling data created for developer org (i.e. when using "hasSampleData": true)
Some customers have reported this causes issues with their CICD scripts.
This issue also affects orgs created with a TrialForce Template
Create a new org with the Environment Hub
Create a new scratch org using the following scratch org definition (note that it specifies release = Preview and hasSampleData = false:
In a Winter 21 Dev hub org
"orgName": "Demo company",
In a Spring '21 Dev hub org, it can be seen with just "hasSampleData": false.
Upon creation, open the scratch org and navigate to the Entitlements view, then change the List View to "All Entitlements". You will see one record with the name "Sample Entitlement". You will also notice this Entitlement is assigned to the Account "Sample Account for Entitlements".
Manually delete the data. First delete the "Sample Entitlements" record and then the "Sample Account for Entitlements" Account record.
