Scratch orgs have Portals enabled by default

Scratch orgs are being created with Customer Portal enabled by default. This behaviour will result in features like Platform Encryption unusable in Scratch Org as both features can't co-exist in a single org.
1. Authorise to Dev Hub.
2. Spin up a Scratch org of Enterprise Edition with PlatformEncryption as a feature.
3. Login to the newly created org & try to enable Platform Encryption from Setup > Platform Encryption > Key Management > click on "Generate Tenant Secret".
4. Navigate to Setup > Platform Encryption > Encryption Policy > click on "Encrypt Fields" > Edit and try to enable the Encryption on the field & try saving it, you will notice similar error as below:
Platform Encryption cannot be enabled for standard fields when Portals are enabled. Account, Account Name
