Encoding of plain text document are not set as UTF-8 in attachment download

Downloading a plain text attachment document file that doesn't have UTF-8 BOM in it will cause the browser to render garbled text.
1. Upload the attached file into any object as an attachment file (applies to files attached via Email-to-Case)
2. View the attachment file.
3. Observe garbled text
1. Email-to-Case (E2C) users can enable "Save Email-to-Case attachments as Salesforce Files" on their E2C setup page so that the attachment files are saved a Files record (not Attachment)
2. Use a browser extension e.g. "Set Character Encoding" on Chrome to manually convert encoding to UTF-8
