Cannot approve email approval submitted from Lightning if field update action is defined in approval action.

Summary
User receive following error when approving email approval submitted from Lightning. This issue only occurs when field update action is defined in approval action.
"Couldn’t send email. xxx@xxx.xxx is an invalid From email address."
Repro
1) In your Organization have 2 Users with different Email Addresses.
User 1: emailSubmitter@salesforce.com
User 2: emailApprover@salesforce.com
2) Enable Email-to-Case & Email Drafts.
3) Create an Email Message Object Approval Process.
-For Assigned Approver choose "Let the submitter choose the approver manually."
-Define field update action in Final Approval Actions.
4) Once the Approval Process is enabled, go to the Email Quick Action in Lightning on a Case record as User 1
5) Populate necessary fields and click "Submit for Approval", select User 2 as the approver
6) Login as User 2 (the approver), and go to your Approval requests.
7) Try to approve the request and confirm following error.
Result: "Couldn’t send email. emailSubmitter@salesforce.com is an invalid From email address."
