Approval Merge fields (ie {!Approval_Requesting_User.Name}) values are incorrect in approval email

Summary
Approval merge field values are showing incorrect information in approval emails.
When record is initially submitted for approval, in the email we are getting submitter name for both:
{!ApprovalRequest.Process_Approver} (wrong value)*
{!Approval_Requesting_User.Name} (right value)
And when record is approved, in the email we are getting approver name for both:
{!ApprovalRequest.Process_Approver} (right value)
{!Approval_Requesting_User.Name} (wrong value)
* R&D has stated it is expected that the merge field {ApprovalRequest.Process_Approver} will pull in the submitter's information, doc for reference:

"The generated value of an ApprovalRequest merge field depends on which step the approval process is in.
In the approval request email, a merge field returns the submitter’s name and the name of the first step."
Repro
1. Create 2 email templates with the following merge fields:
1st template:
{!ApprovalRequest.Process_Approver},
{!Approval_Requesting_User.Name}
2nd template:
{!ApprovalRequest.Process_Approver},
{!Approval_Requesting_User.Name}
2. Create an approval process and utilize the email templates from above for both the initial submission and within an approval step.
3. Create a record on the object and click "Submit for Approval"
4. Log in as approver and approve the record.
5. Review both emails received, the names are incorrect.
