Error in S2S Connection due to Field length "StatusCode = STRING_TOO_LONG"

Summary
Contact share fails with the following error when its parent Account record has more than 20 characters in the Billing State/Province field and it doesn't meet criteria for auto-accept.

Repro
1.) Configure S2S for Account and Contact. (Target)
2.) Create a lookup field to Account on Contact (so that the target org doesn't meet criteria for auto-accept).(Source)
3.) Create an Account record-setting the Billing State/Province field to "Xxxxxxxx xxx Xxxxxx, Xxxxxx, Xxxxxx" or something longer than 20 characters.
4.) Open Account Layout Editor. Add the External Sharing related list to the layout and add the Sent Connection Name field to the Contacts related list.
5.) Click on the Forward this Account button on the top of the External Sharing related list to share the Account record.
6.) Create a Contact record associated with the Account record. Go back to the Account Details page.
7.) Click on the Manage Connections link in the Contacts related list and share the record. You'll get a mail reporting the error. (Target)
8.) Open a Contact list view or go to the "Contacts from Connections" page from the Contact tab. You'll see the record not shared actually.
Workaround
To shorten the Billing State/Province value of a parent Account record before sharing a Contact record and revert the change after that.
