Records not returned for filtered SOQL or when matching with Name for Data Import Wizard if standard Name field has Deterministic Encryption enabled

SOQL query may return no records when applying filters on the Name field encrypted with Deterministic Encryption - Case Insensitive (DE-CI).
This issue may also impact Data Import Wizard when selecting to match records with Name or related records via Name.
The Data Import will show as successful however, the matching record or relationship field will not be properly updated or populated with the related record.
1. Create 100K Account records
2. Enable encryption on Account.Name with DE-CI
3. Create an Account record or update an existing Account record to make a mixed situation.
4. Run the SOQL query using Account.Name field in where clause and it doesn't return records with Case-Insensitive.
Customers have to run the encryption sync job to make all unencrypted records encrypted 100% by going to the encryption statistics page and below is the Salesforce article you can refer for syncing.
Consider using alternative matching criteria such as Salesforce.com record Id. See the following article for more details on how to include existing Ids in your import file.

7/14/2020: The scope of this was expanded to include the unexpected behavior with the use case of selecting Name for matching records or related records with Data Import Wizard.
7/30/2020: The underlying issue that prevented SOQL from returning expected results when an object's standard Name field is encrypted has been released however, the portion of this Known Issue that's specific to using Data Import Wizard with Name as matching criteria has not been resolved and is now being tracked via the following new Known Issue:
Data Import Wizard match by Name doesn't work when Name field is encrypted with Deterministic Case Sensitive or Insensitive
