Summary
Triggered outbound message is not sent due to Null consent type in the messaging channel.
Repro
1. Prep a messaging channel with a Null consent type
2. Go to the contact page and click "Send Message"
3. Fill in the channel and template, click send
4. Outbound message is not sent and there's no messaging session created
Workaround
1. Go to Setup | Messaging Channel
2. Click "Edit" on the outbound messaging channel
3. Click "Save" without making any changes
