Create New External Member Modal Does Not Display A Spinner

Summary
When adding a new Care Team Member from the Household tab of an Account, if add an external account is chosen, the Account will be created, but when Save is clicked, the spinner is not created and it seems the create member window stays there until Save is clicked again. After this, the window disappears, but two accounts are created.
Repro
In a Health Cloud org, ensure that the Patient Navigation component is on the Layout.
1. Open a Household
2. In the Patient Navigation (top-left) click "OPEN NEW TAB" -> Household
3. In this tab, click "Add Care Team Member"
4. In the popup, enter any name and click the magnifying glass
5. Click "Create External Member"
6. Enter required information and click "Save"
Note that nothing appears to happen for a few seconds
7. Click Save again, the window goes back to add care team member
8. Navigate to Accounts tab on another chrome tab and see two records created
Workaround
The workaround is to wait, or navigate away from the window after clicking Save the first time.
