Dynamic list criteria of "Prospect has not viewed any form" incorrectly matches prospects

Prospects that have viewed a form are still included on the dynamic list that uses "Prospect has not viewed any form" criteria.
Repro
1) Create a prospect and view a form.
2) Create a dynamic list with the criteria "Prospect has not viewed any form"
3) Run the dynamic list - notice the prospect from step 1 matches the dynamic list.
Workaround
Pick a specific form in the list criteria.
Ex:
Prospect form :: [form name] :: wasn't viewed
