Tableau CRM - Users without the "Manage Experiences" permission cannot delete apps

Summary
When a User has not been assigned the "Manage Experiences" system permission and they try to delete an app, they will not be able to do so. Such Users may receive the below error message or they may receive no error message at all.

PulsePage, FolderId, PulseLabel from NetworkPulseSetting where IsDeleted

Whether the User receives an error or not, the app will remain.
Repro
1. Create an app in Tableau CRM.
2. Log in as a User without the "Manage Experiences" permission assigned to them.
3. Attempt to delete the app.
4. The app will persist and the User may receive the above error message.
Workaround
Have someone - such as a System Administrator - with the "Manage Experiences" system permission delete the app.
