Legitimate error message swallowed when creating package version with missing static resource content
Repro
1. Authorise to a DevHub org which has packaging enabled.
2. Created a package version with ".resource-meta.xml" metadata but not the ".json" file.
3. For Ex: sample.resource-meta.xml exists but sample.json is missing in the static resource directory.
4. We will notice below error during package version create due to missing .json file.
ERROR running force:package:version:create: Cannot read property 'includes' of undefined
Workaround
NA. Please note this bug is just to display a user friendly message stating there is something wrong with the contents of static resource directory.
