Spring'21 - IE11 only - Can't insert URL link on Rich text editors in Classic Knowledge or apex:inputField

When we use Classic knowledge using IE11, we can't insert URL links on rich text field.
There is the following error on IE11 dev console.
We see the same issue on Rich text editor in apex:inputField.
1.Login to the org with Knowledge licenses enabled using IE11.
2.Switch to Salesforce Classic, if not.
3.Click "+" and select "Knowledge".
4.Click "Create Article" and select any type which has rich text field.
5.Highlight any text on rich text field, and click Link icon.
6.Enter Display text and URL, and click [OK].
7.There is the following error on IE11 dev console.
Type url in the rich text area directly:
