Summary
When setting Dashboards "Max Groups Displayed" to 100 for a Lightning Table, or higher, the value will always default to 100 in the UI.
However the results in the 200 max rows being returned.
Setting the value to 99 or lower will enforce max Rows to whatever was set in the UI.
Repro
1) Any Lightning Experience enabled org can be used but you'll need 101 rows of data, doesn't matter on the object
2) Create a report on the object e.g. Accounts via Reports Tab > Click New Report > Select Accounts report type > Click Continue
3) Group by Account Id on the report and Save & Run.
4) Click the drop down beside the Edit button and click Add to Dashboard > select Add to new dashboard and name / save your dashboard
5) In the Component editor on Dashboard click on Lightning Table and scroll down in the parameters and set AccountId as the grouping if not already set > Select Max Groups Displayed and set to 100 if not already > select Show Totals to show the count.
6) Select Add Component again and add the same Report as a Lightning Table again setting all the same values as the previous component and set Max Groups Displayed to 99 and click Save/Update > Save the Dashboard and Click Done
7) Note the two Dashboards 1 showing 99 as you set and the other show up to 200 rows in the count value.
