Trialforce template creation fails in some orgs if PortalDelegablePermissionSet record exists in the TSO

Some partners may experience trialforce template creation failure if they enabled "Delegate External User Administration" in the TSO.
1. In a TSO which has community license provisioned, follow the documentation to enable "Delegate External User Administration" https://help.salesforce.com/articleView?id=networks_DPUA.htm&type=5, make sure to complete step 8 to step 10:
Click Edit in Delegated External User Permission Sets.
Select the permissions you want the delegated external user administrator to manage.
2. Create a new trialforce template
3. It fails with internal server error ending with (684298301), note this number could change.
From UI, remove the permission set selected on step 9 when setting up "Delegate External User Administration";
Run query on PortalDelegablePermissionSet object using data loader and delete all records returned.
