When deleting a Notes record while creating a new case record in the Lightning console, new Case record page is reloaded unexpectedly as well.

Summary
When deleting a Notes from the utility bar while creating a new case record in the Lightning console, the parent page such as new Case record page is reloaded unexpectedly as well.
It does not occur in Lightning app such as Sales or Service, the issue happens in Lightning console only.
It does not reproduce in the other object such as Account, Contact, Opportunity, Leads, and Custom object.
Reloading the entire page when the note is deleted or saved causes this issue.
Repro
1. Click "New" menu from the "Notes" button in the utility bar
2. On the other hand, click "New" in the Case tab to open the New window
3. Enter any value in the Subject field of the case
4. In the Notes record that is still open, and click Delete
5. The entire page including new Case page will be reloaded and the value of the Subject field you entered will disappear (reverted).
