Fix Overlaps not working as expected - Service appointment is not rescheduled if it overlaps with pinned service appointment

Summary
If both the SAs are pinned, the fix overlaps feature won't fix the overlap, but if only the first SA is pinned and the second SA can be fixed, the logic engine will reschedule it (or whatever is set on the settings page)
Repro
1. Create two work orders/Service Appointments(SA1 and SA2)
2. Goto Field Service tab to launch GANTT page
3. Manually schedule the first appointment (SA1)
4. Schedule second services appointment(SA2) and it should overlap with SA1
5. Pin the first service appointment(SA1)
6. Run fix overlaps and you will see nothing is rescheduled
7. You can see No overlapping services were found message in Optimization requests
Workaround
You can either unpin the SA so it will be part of the fix-overlaps request or run RSO (that should be able to take care of this scenario).
