Accessibility: Emails from Chatter Posts in Cases Contain Unlabeled Elements and are not Fully Screen Reader Accessible

Summary
When a Chatter update is posted to a case, the recipient receives an HTML email that contains images with missing alt text tags and is not fully screen-reader accessible. Navigating to and pressing enter on the message's View/Comment link using the JAWS screen reader in Outlook brings up the poster's profile page instead. The same message cannot be fully read using the NVDA screen reader across multiple email clients.
Repro
1. Log into Salesforce.
2. Add a chatter post to a case.
3. Receive the email.
4. Open the email in the latest version of Microsoft Outlook.
5. Make sure the JAWS screen reader is running and speech is being heard.
6. Repeatedly press the down arrow key to navigate through the email with the JAWS virtual PC cursor active.
7. Press enter on the View/Comment link. Observe that the poster's profile page opens instead.
8. Press the Back button, move the mouse pointer to View/Comment and left click. Observe that the correct page opens.
Workaround
Accessing Chatter emails using GMail or another web-based email solution seems to work around this issue.
