MobileConnect | SMS | English CA culture code displays date time incorrect on UI

Currently, within the UI in MobileConnect, the recurrence scheduling time has the potential to reverse the scheduled month. This means that a send scheduled for 8/1/2020 would become 1/8/2020.
-Log in to Marketing Cloud, scroll over your name and click Cloud Preferences
-Click Edit, select English (Canada) as your culture code and save
-Log out of the application and back in for the change to take effect
-Navigate to MobileConnect, click Create Message
-define your shortcode, contact list, and content to the message
-Click Future/Reoccuring on the Schedule tab
-Use calendar to select July 10th, 2020
-UI displays "Click Confirm to schedule your SMS message to be sent on October-07-20 6:03 PM (GMT-05:00) Eastern Time (US & Canada) *."
-Confirm message, click the message from overview
-see in the details that message is set for October 7th
Change the culture code of the user who is sending the message to "English (United States)"
