When an Account is deleted, ActionCadenceTracker records for Contacts remain with no TargetId

When a Contact is added to a Sales Cadence, then the Contact's Account is deleted, an ActionCadenceTracker record remains in the Cadence in a Running state, with no TargetId specified. The Contact remains visible on the Sales Cadence Targets related list with no Target name. When attempting to remove the target from the related list, an error is displayed:
"An error prevented any <entities> from being removed from a sales cadence."
1. Add a Contact to a Sales Cadence.
2. Delete the Contact's Account, then open the Cadence.
3. Review the Sales Cadence Targets related list and note that a row is displayed without a name.
Before deleting an Account, delete the Contacts on the Account.
